Can the Stories board be used to discuss possible plots and characters? Because if people were able to use it to bounce ideas off each other, it could possibly become more active.

Book Debate is used to discuss about the WoT or other books.
Stories is used to submit stories and other story material so others may read it.
So...ask Silvion.
