If you can only post what your character does, who decides what all the NPC's do?

The person who is interacting with him, I assume. Granted, assuming with Tony is likely to get you killed.

What I meant was, if your RPing and someone comes into your story, with your permission I hope, you can't post what they do. Example.
George tried to stab Frank. Frank gets stabbed.
The person who's character named Frank would have to choose if he wanted Frank to get stabbed or not. Thats what I meant when you can't post for other people's characters. I hope that cleared things up.
